Exeggcute has the Growth Spurt ability which allows you to take a Grass energy and attach it, and Exeggutor does 80 damage with its Psychic attack that costs a whopping 4 energy but does +20 more damage for each Energy on your opponents Active Pokmon

He also lets you rummage, discarding then drawing a card, on each of your opponents turns

Such fillers are apparently sometimes used in other TCGs (see The Collation Project on the topic of Magic: The Gathering) and are discarded after cutting (though I wouldnt be surprised if there are Jungle packs accidentally containing a blank card out there somewhere)
